In Utrecht, after receiving a positive CIZ (Dutch Care Assessment Centre) recommendation for Intensive Care (IZ), residents may opt for a Personal Budget (PGB) under the Social Support Act (Wmo) or the Long-term Care Act (Wlz). The PGB amount is approximately €1,300 net per month for self-arranged care, such as childcare, therapy, or support services provided by local Utrecht-based providers. To apply, contact the Municipality of Utrecht and draft a care plan, including a budget holder agreement and a disbursement authorization with the Social Insurance Bank (SVB).
Advantages of the PGB include maximum flexibility in choosing care providers, such as regional specialists or home care through cooperatives. Disadvantages involve administrative burdens and strict municipal oversight of expenditures. Applications may be rejected if the care plan is insufficiently detailed. Annual accountability is mandatory, requiring receipts and invoices, and misuse may result in reclaims by the Municipality of Utrecht.
Under Wmo Article 41, the PGB serves as an alternative to in-kind care. For disputes regarding PGB history or local implementation, consult a legal specialist in Utrecht’s healthcare laws, such as those available through the Legal Counter (Juridisch Loket) in the city.
